Hatch & Cesario, Attorneys-at-Law represents California School Districts, Charter Schools, County Offices of Education and SELPAs in all areas related to special education, student issues and Section 504, and at all levels.  For example, the firm:

  • Represents clients at IEP team meetings, early resolution conferences and mediations.

  • Handles administrative due process hearings, state court matters (including Writs, Honig Injunctions, Temporary Restraining Orders) and litigation before the Federal District Court and the Ninth Circuit Court of Appeals.

  • Prepares responses on behalf of clients to the Office for Civil Rights (OCR) and California Department of Education (CDE).

  • Represents clients during CDE and OCR investigations.

  • Advises governing boards and works in partnership with Superintendents, Assistant Superintendents and Special Education Directors as to all issues regarding special education, charter school and student issues.

  • Negotiates complex settlement agreements.

  • Develops presentations, workbooks, manuals, policies, procedures, templates and forms relating to federal and state special education laws and procedures, including Section 504.

  • The San Diego “Office” is virtual, so Debbie and her team provide clients and their support staff with one-to-one training and guidance, by video conferencing or in-person, on how to safely and easily, electronically secure, transfer and maintain confidential documents.
